Summary: The tertiary education is part of the social common goods and has changed from being considered a human right of universal nature to a state duty; as it was defined by the Declaration in the Regional Higher Education Conference in Latin American and the Caribbean region, which was held in Cartagena the 4 and 6 of June 2008. In this same Declaration, the strategic role of the higher education is recognized in the processes of the sustainable development of the regional countries. In this frame of ideas, a following question was stated: Has the Colombian higher education been asssumed by different goberments , by schoolars, by different social actors as a sectorial common policy from the consented processes with the civil society ? To look for an answer to this question I have considered a tracking to the Colombian higher education from the last decades, its genesis and behaviour according to the public policies and their effects as variables which intervene in the universities and country development.
