In this same Declaration, the strategic role of the higher education is recognized in the processes of the sustainable development of the regional countries. In this frame of ideas, a following question was stated: Has the Colombian higher education been asssumed by different goberments , by schoolars, by different social actors as a sectorial common policy from the consented processes with the civil society ? To look for an answer to this question I have considered a tracking to the Colombian higher education from the last decades, its genesis and behaviour according to the public policies and their effects as variables which intervene in the universities and country development.La educación terciaria hace parte de los denominados bienes públicos sociales y ha pasado a ser considerada un derecho humano de carácter universal y un deber del Estado. Así lo definió la Declaración de la Conferencia Regional de Educación Superior en América Latina y el Caribe, llevada a cabo en la ciudad de Cartagena (Col.) entre el 4 y el 6 de junio de 2008. En la misma declaración, se reconoce el papel estratégico que la educación superior está llamada a desempeñar en los procesos de desarrollo sustentable de los países de la región. En este marco de ideas, se plantea la siguiente pregunta: ¿La educación superior en Colombia ha sido asumida por los distintos gobiernos, por los académicos y por los diferentes actores sociales como una política pública sectorial resultante de procesos consensuados con la sociedad civil?
