This text describes the guidelines of the international and national jurisdiction in matters of criminal responsibility of adolescents. Initially, the instruments in the international human rights system are determined, within which are guidelines, conventions, and rules of the United Nations; as well as the guidelines established in the Inter-American Human Rights System against juvenile delinquency. Subsequently, the antecedents regarding the protection of children and adolescents in the Brazilian and Costa Rican legal systems are stud-ied, which facilitates a greater understanding of the Colombian legal system. It is concluded that in Colombia, despite the normative coherence of the Colombian legal system, it has not necessarily implied compliance with legal guarantees and international treaties. |
