Summary: From 2014 to 2019, the so-called Islamic State of Iraq and the Levant occupied part of the Syrian and Iraqi territory and systematically exploited their economic resources, especially oil and agricultural goods. Likewise, it established tributes and plundered protected cultural property. Prima facie, this looting was done in contravention of the legal precepts that regulate the obligations of the occupying Powers, as well as some other international conventions. This academic work examines the problems derived from the application of these norms to an entity of such a peculiar nature as the Islamic State of Iraq and the Levant, and then considers the responsibility, both collective and individual, that the possible violation of such norms implies. Taking into account the controversial nature of the armed conflict, the possible domestic and international court proceedings through which a process could be initiated against those responsible for aforementioned illegal acts are examined.
