I have related the president’s appearance to other control instruments that, due to their singular characteristics, have a special parliamentary interest, such as the Debate on the state of the Nation in the Congress of Deputies and the Debate on the state of the autonomies in the Senate. The validity of the bicameral model requires the revision of some of these instruments with two objectives: to achieve a better balance in the institutional structure of the State and to create the conditions for the political revitalization of the Senate. Received: 31.01.2023Accepted: 13.06.2023En este artículo se pretende realizar un análisis acerca de la comparecencia del Presidente del Gobierno ante el Pleno del Senado en tanto instituto de control de la Cámara Alta que ha adquirido especial relevancia en la XIV legislatura como consecuencia de la condición de Senador del líder de la oposición. Se pone en relación la comparecencia del Presidente con otros instrumentos de control que por sus características singulares tienen un especial interés parlamentario, como el Debate sobre el estado de la Nación en el Congreso de los Diputados y el Debate sobre el estado de las autonomías en el Senado. La vigencia del modelo bicameral requiere de la revisión de algunos de estos instrumentos con dos objetivos: lograr un mayor equilibrio de la estructura institucional del Estado y generar las condiciones para la revitalización política del Senado.
