Summary: This article examines the characteristics of the inter-municipal governance network and the perception of effectiveness to face the current health crisis in the context of the Santiago de Chile Metropolitan Region. Based on an online survey applied to the municipal managers of the region, it conducts a descriptive analysis of the structural network measures and the perception of their effectiveness. The results show that, despite being formally excluded in the national response to the pandemic, local governments activated a network that tends towards centralization and transitivity and opportunities to improve performance. These results allow us to visualize collaboration challenges as a condition to improve emergency management
