Summary: In the present investigative work an analysis is carried out on the content of the Organic Code of Territorial Organization, Autonomy and Decentralization, official record 303 of October 19, 2010; approved by the National Assembly of Ecuador. Based on the issues raised, the content of the messages issued was scrutinized through regulations, laws, and data, reflecting the decentralization and operation of the autonomous governments in Ecuador. The results demonstrate the importance of this Law, but also the needs for its correct implementation. The investigation is of a documentary type, since it is specified exclusively in the compilation of information from various sources. Accompanied by the bibliographic design based on the orderly and thorough review of documentary material from journals, theses, laws, regulations and reports. It is concluded that the institutional reform of the State; carried out through deconcentration and decentralization, it must be considered as a fundamental right and a duty, thus guaranteeing democracy.
