Summary: Despite the evolution of participation rights, there are still deficiencies regarding the effective enforcement of democratic rights. The consolidation of democracy is still a challenge in each country and much more in the Ecuadorian State, due to the lack of consolidation of constitutional guarantees and little political formation of citizenship. Therefore, the proposed objective is to identify the aspects that limit a full democratic state. The scientific research methodology comes from the qualitative paradigm, based on methods such as bibliographic analysis and synthesis, in addition to the logical, deductive and inductive historical method. It is determined that there are difficulties and challenges that generate limitations in the development of a democratic state, originating in the lack of knowledge of citizen participation mechanisms and the deficient development of constitutional guarantees.
