It was supported by documentary-bibliographic research, which allowed obtaining detailed information on the investigated topic. Normative bodies, legal documents, bibliography were used, carrying out the pertinent analysis, which generated contributions for the development of the topic, generating new knowledge. As a result, it was evidenced that the existing norms do not materialize, it is necessary to implement an effective action plan. It is concluded that Ecuador has been one of the countries that has received the most Venezuelan migrants in recent years, and that the resources and capacities foreseen for the management of migratory processes have reached a collapse, which evidences the need to develop new strategies.El objetivo general del presente estudio fue analizar jurídicamente la vulneración de los derechos humanos a migrantes venezolanos en tiempos de pandemia en Ecuador. Se basó en una metodología cuantitativa, la cual origina datos descriptivos originados de la recolección de datos. Apoyada en la investigación documental-bibliográfica, lo que permitió la obtención de información detallada sobre el tema investigado. Se utilizaron cuerpos normativos, documentos jurídicos, bibliografía, realizando el análisis pertinente lo que generó los aportes para el desarrollo del tema generando nuevos conocimientos. Como resultado, se evidenció que las normas existentes no logran ser materializadas, es necesaria la implementación de un plan de acción efectivo.
