Also, the inductive-deductive method was applied, which proposes that in order to discover a truth, facts must be sought and not be based on mere speculations. The analytical-synthetic method is also proposed, by means of which a whole is broken down into parts and qualities are extracted. The use of these methods made it feasible to analyze doctrines, normative bodies, legal documents, bibliography and refereed works. It is concluded that the increase of delinquency as a result of Covid-19 in the city of Riobamba and its vulnerability in the right to Citizen Security, taking as main characteristics: the economic fall in the social classes.El objetivo general de la investigación fue analizar el incremento de la delincuencia a raíz del Covid- 19. Caso: Riobamba. Ecuador. Esta investigación se desarrolló desde el paradigma positivista, atendiendo los lineamientos, fundamentados en una investigación descriptiva desde la perspectiva cuantitativa la cual produce datos descriptivos, apoyado en una investigación documental-bibliográfica. También, se aplicó el método inductivo-deductivo, el cual propone que para descubrir una verdad se deben buscar los hechos y no fundamentarse en meras especulaciones. Se plantea además el método analítico-sintético por medio del cual, se descompone un todo en partes extrayendo cualidades. El manejo de estos métodos hizo viable que se analicen doctrinas, cuerpos normativos, documentos jurídicos, bibliografía, trabajos arbitrados.
