Fronteira em crise: uma avaliação da situação migratória em Roraima

This report is the product of a field research focused on the migratory dynamics currently observed in the State of Roraima carried out in the cities of Pacaraima, Santa Elena de Uairén, Cantá and Boa Vista between January 29th and February 4th, 2023. This document aims to point out the reliability of the migratory flow in that region of the country, indicating the most sensitive points observed. Several national and foreign authorities were interviewed and ensured transparency and investigative accessibility throughout the research process. Humanitarian agents, members of civil society, employees of international organizations as well as migrant people and asylum seekers were also heard by the researchers. During the 7-day visit to Roraima, fourteen topics that require coordinated public policy actions were identified and selected for inclusion in this document. The recommendations were divided into 4 thematic axes: emergencies; structuring; projective; and of systematization. Finally, it should be emphasized that this document does not intend to be analytical, but only to present a descriptive overview of the issues directly and indirectly involved with the migratory crisis verified in the State of Roraima.

Metodologicamente, este dossiê busca apontar a resiliência do fluxo migratório naquela região do país indicando os pontos mais sensíveis observados. Mais de uma dezena de autoridades – nacionais e estrangeiras – foram entrevistadas e garantiram transparência e acessibilidade investigativa ao longo do processo. Agentes humanitários, membros da sociedade civil, funcionários de organizações internacionais bem como pessoas migrantes e solicitantes de refúgio foram igualmente ouvidas pelos pesquisadores. Durante os 7 dias de visita a Roraima, quatorze tópicos que exigem ações coordenadas de políticas públicas foram identificados e selecionados para inserção neste documento. As recomendações foram distribuídas em 4 eixos temáticos: emergenciais; estruturantes; projetivos; e de sistematização. Ressalta-se, por fim, que o presente documento não pretende ser analítico, mas apenas apresentar um panorama descritivo das questões direta e indiretamente envolvidas com a crise migratória verificada no Estado de Roraima.Este informe es producto de una investigación de campo dirigida a las dinámicas migratorias observadas actualmente en el Estado de Roraima, realizada en las ciudades de Pacaraima, Santa Elena de Uairén, Cantá y Boa Vista entre el 29 de enero y el 4 de febrero de 2023. Este documento tiene como objetivo señalar la permanencia del flujo migratorio en esa región del país, indicando los puntos más sensibles observados. Varias autoridades nacionales y extranjeras fueron entrevistadas y garantizaron amplia transparencia y accesibilidad investigativa durante todo el proceso. Los investigadores estuvieron en contacto con agentes humanitarios, miembros de la sociedad civil, empleados de organizaciones internacionales, así como con personas migrantes y solicitantes de refugio. Durante la visita de 7 días a Roraima, fueron identificados y seleccionados para inclusión en este documento catorce temas que requieren políticas públicas coordinadas. Esas recomendaciones se dividieron en 4 ejes temáticos: urgentes; estructurantes; descriptivas; y de sistematización.
