Reconocimiento de diplomas Mercosur en la Universidad Federal de Uberlândia: Agentes y mecanismos de integración

The Common Market of the South Cone (MERCOSUR), wasestablished by the Treaty of Asuncion, intrinsically linked to concerns related to the region’s economic development. While implementing economic policies, MERCOSUR noticed the requirement to implement new concerns, of which we can highlight education. More specifically, we can work withthe revalidation and recognition of diplomas as a fundamental factor in achieving the objectives outlined by the bloc itself since its creation. Given the experience of revalidation and recognition turns possible considerationsabout spaces that are more integrated by the movement of people, essentially workers and students. This paper seeks to analyze the stage at which this thematic axis is and how the Federal University of Uberlandia (UFU) absorbsthe current regulations. Therefore, we sought to analyze the documentation produced by the university, as well as the data provided by the Carolina Bori Platform, which concentrates the procedures for revalidation and recognition of numerous educational institutions in Brazil. It has been noted that the issue is still underdeveloped and depends on the formation of intermittent committees, formed specifically for each process initiated and dissolvedwhen completed. In addition, the agents and mechanisms existing in the UFU which can, mainly, contribute to the expansion of the recognition of diplomas, were investigated. Thus, the work carried out by Training Program for Internationalization (ProInt) and the existing gaps for carrying out actions concerning the topic under discussion shall be highlighted. At the end, it was noted that the program demonstrates consistency with the needs posed by regional integration, but has spaces for activities expansion, especially toovercome bureaucratic barriers and lack of knowledge about revalidation and recognition. Besides, we conclude that it is important to emphasize that the participation of universities, particularly on the matter of acceptingdiplomas obtained abroad, has a fundamental importance for achieving regional integration.

Foi no caminhar da implementação de políticas econômicas que o MERCOSUL notou a necessidade deimplementação de novas inquietações, das quais aqui destacamos a educação. Mais especificamente, podemos trabalhar com a revalidação e reconhecimento de diplomas como fator basilar do cumprimento dos objetivos traçados pelo próprio bloco desde a sua criação. É a partir darevalidação e do reconhecimento que se pode pensar em espaços mais integrados pelo trânsito de pessoas, essencialmente de trabalhadores e estudantes. Este trabalho busca analisar o estágio no qual se encontratal eixo temático e de que forma a Universidade Federal de Uberlândia (UFU) absorve as normativas existentes. Para tanto, procurou-se analisar a documentação produzida pela universidade, bem como os dados disponibilizados pela Plataforma Carolina Bori, que concentra os trâmites derevalidação e reconhecimento de inúmeras instituições de ensino no Brasil.Notou-se que a questão é ainda pouco trabalhada e depende da formação de comissões intermitentes, formadas especificamente para cada processo iniciado e dissolvidas quando finalizado. Além disso, investiga-se os agentes e mecanismos existentes na UFU que podem contribuir para a ampliação do reconhecimento de diplomas, principalmente. Assim, coloca-se luz sobreo trabalho realizado pelo Programa de Formação para Internacionalização (ProInt) e as lacunas existentes para a realização de ações concernentes ao tema em debate. Percebe-se, ao final, que o programa demonstra coerênciacom as necessidades colocadas pela integração regional, mas possui espaços para ampliação das atividades, sobretudo para a superação de barreiras burocráticas e do desconhecimento a respeito da revalidação e do reconhecimento. Ademais, salienta-se que a participação das universidades, particularmente no tema do aceite de diplomas obtidos no exterior, é de fundamental importância para a concretização de uma integração regional.El Mercado Común del Sur (MERCOSUR), nació a partir del Tratado de Asunción, intrínsecamente ligado a las preocupaciones relacionadas con el desarrollo económico de la región. Fue en el curso de la implementación de las políticas económicas que el MERCOSUR percibió la necesidad de implementar nuevas preocupaciones, de las cuales destacamos aquí la educación. Más concretamente, podemos trabajar con la revalidación y reconocimiento de títulos como factor fundamental para el cumplimiento de los objetivos marcados por el propio bloque desde su creación. Es a partir de la revalidación y reconocimiento que se pueden pensar espacios más integrados por el tránsito de personas, esencialmente trabajadores y estudiantes. Este trabajo busca analizar la etapa en la que se encuentra este eje temático y cómo la Universidad Federal de Uberlândia (UFU) absorbe la normativa existente. Para ello, buscamos analizar la documentación producida por la universidad, así como los datos proporcionados por la Plataforma Carolina Bori, que concentra los procedimientos de revalidación y reconocimiento de numerosas instituciones educativas en Brasil. Se señala que el tema aún está poco trabajado y depende de la conformación de comisiones intermitentes, formadas específicamente para cada proceso iniciado y disueltas al finalizar. Además, en este texto se investigarán, principalmente, los agentes y mecanismos existentes en la UFU que pueden contribuir a la expansión del reconocimiento de títulos. Así, se destaca el trabajo realizado por el Programa de Formación para la Internacionalización (ProInt) y los vacíos existentes para la realización de acciones en torno al tema en debate. Al final, se puede apreciar que el programa demuestra coherencia con las necesidades que plantea la integración regional, pero tiene espacios para ampliar actividades,especialmente para superar barreras burocráticas y desconocimiento sobre revalidación y reconocimiento.
