The literature has indicated that the number of requests and complaints could be appropriate variables to measure the countries’ transparency. Nonetheless, there are no previous comparative studies on the topic. Using data from 'oversight bodies' coming from annual reports -such as Information Commissioners and Ombudspersons- and crossing with population data, the average rate of requests at the comparative level is around 420 per year/100,000 inhabitants. The average rate of complaints is approximately 20 per year/100,000 inhabitants. The average rate of successful requests is about 89%. These variables are not associated with other transparency factors, such as income and press freedom.Un pilar de la transparencia es el derecho de los ciudadanos de solicitar información de sus gobiernos, con la posibilidad de reclamar en caso de recibir respuestas insatisfactorias. Para 2020, 127 países aprobaron Leyes de Acceso a la Información, y 92 crearon órganos de control para conocer las reclamaciones. La literatura señala que, en teoría, el número de solicitudes y reclamaciones podrían ser variables para medir la transparencia de los países. Sin embargo, se desconoce cuál sería la tasa media o estándar a nivel comparado. Utilizando datos de los informes anuales de los órganos de control y de población, se ha obtenido que tasa media de solicitudes a nivel comparado es 420 al año/100.000 habitantes, la tasa media de reclamaciones es 20 al año/100.000 habitantes, y la tasa media de solicitudes exitosas es 89%.
