Summary: The purpose of the study is to analyze how citizen participation was exercised in the law-making processes in the National Assembly of Ecuador during the Covid-19 pandemic, in the year 2020. Likewise, we try to identify if the mechanisms used facilitated the citizen incidence in the formulation of 12 approved projects of law. For this purpose, 12 interviews were applied to members of the specialized commissions for the treatment of legislative proposals; and 60 surveys were conducted to assembly members and citizens who participated in the processes. In addition, a contrast was made with the legislative regulations and their internalization by the obligated subjects and the citizens. It is concluded that the mechanisms applied only guaranteed the appearance of the guests and that basic levels of participation were reached. No incidence was achieved in decision-making, which was reflected in the dissatisfaction expressed.
