Hence, by constitutional imperative, adequate, suitable and effective participation mechanisms -such as public consultation- must be fully regulated by law, so that all people can exercise their fundamental rights and demonstrate - individually or collectively-, inclusive of the channels offered by representative democracy, the opinion that certain environmental projects deserve. This, in addition, supposes harmonizing the exercise of the competences between the nation and the territorial entities so that, in application of the principles of concurrence and coordination, the effective exercise of fundamental rights and the use of natural resources are guaranteed, under the aegis of sustainable development.La democracia participativa y, en especial la ambiental, tienen como uno de sus pilares el derecho a la participación ciudadana, que goza de extraordinaria relevancia en el contexto del desarrollo de proyectos que inciden sobre el subsuelo y los recursos naturales no renovables. De ahí que, por imperativo constitucional, deben ser plenamente regulados mediante ley los mecanismos de participación adecuados, idóneos y eficaces -como la consulta pública-, para que todas las personas puedan ejercer sus derechos fundamentales y manifestar -individual o colectivamente-, e incluso a través de los cauces que brinda la democracia representativa, la opinión que le merecen determinados proyectos en materia ambiental.
