One of the main architects of this policy of subjugation was the Minister of Grace and Justice, Galo Ponte Escartín, who was engaged in a legal battle to subdue the Administration of Justice and the Judiciary. In 1928, he presented a Bill which equated legal professionals with civil servants, but the Bar Association of Badajoz led the defence of the Principle of Independence and Freedom of Toga, joined the rest of the corporations and became one of the instruments aimed at undermining the foundations of the RegimeEl Trienio Regenerador (1923-1925) que caracterizó la primera etapa de la Dictadura del general Miguel Primo de Rivera, dio paso a un autoritarismo de corte corporativista que, tomando como ejemplo el sistema de la Italia fascista de Mussolini, buscó la militarización de los estamentos sociales. Uno de los principales artífices de esta política de sometimiento fue el Ministro de Gracia y Justicia Galo Ponte Escartín, empeñado en una batalla legal para doblegar a la Administración de Justicia y al Poder Judicial.
