The process of integration of Spain and, therefore, of the spanish regions in the European Community, the current European Union, began a period of adaptation of the internal structure, in order to respond to the needs of Spanish entities and administrations in the European framework.
Membership of the European Community entailed a series of obligations and duties to be fulfilled, externally, by the State, which involved, at the internal level, an enormous complexity in determining the distribution of competences and shaping the ability of the regions to interact with the European institutions.
This paper aims to provide an overview of the evolution of the state position and regional capacities when relating to the current European Union, as well as an outline of the influence of the so-called regionalism on the progression of importance of European regions in the decision-making structures and implementation of European actions and policies.

La pertenencia a la Comunidad Europea implicaba una serie de obligaciones y deberes que habían de cumplirse, de manera externa por parte del Estado, pero que a nivel interno entrañaban una enorme complejidad en lo referente a la determinación de la distribución competencial y la configuración de la capacidad de las autonomías para relacionarse con las Instituciones europeas. Este trabajo pretende ofrecer una perspectiva general de la evolución de la posición estatal y las potestades autonómicas a la hora de relacionarse con la actual Unión Europea, así como una visión general de la influencia del llamado hecho regional en la progresión de la importancia de las regiones europeas en las estructuras de decisión y ejecución de las actuaciones y normas europeas.
