Concessions are an essential enabling title for the use of public domain assets by parties other than the Administration when there is a certain degree of intensity in the form or duration of the use of such assets. This paper analyses the key aspects of its legal regime and proposes the incorporation of environmental criteria aimed at protecting the environment in the awarding of concessions in the public domain on a competitive basis. In this way, environmental protection would be combined with the correct management of public assets assigned to a public use or service, objectively serving the general interest. |
