As is widely known, this primary use of communication becomes more complex when power relations, ideologies, governments, media monopolies, among other elements, intervene in societies. Therefore, the process goes from being noticed as something natural to an element to which attention must be paid and which must be considered within the fundamental rights of human beings, recognized by society as a whole. This work aims to address and make a historical journey and the currents of power throughout Latin America and Ecuador, during the last five decades to address and learn about the rights and access to communication and information to achieve its democratization with the citizen participation.Si se observase en un sentido primario el concepto de derecho a la comunicación, entendido como posibilidad que posee todo ser humano al nacer y hacer uso de las diversas variantes expresivas como el lenguaje verbal, los gestos, las miradas, los sonidos, etc., ¿cabría plantearse la necesidad de que se propicie un derecho a la comunicación para el ejercicio ciudadano? Como resulta vastamente conocido, este uso primario de la comunicación se complejiza cuando intervienen en las sociedades las relaciones de poder, las ideologías, los gobiernos, los monopolios de los medios de comunicación, entre otros elementos. Por ende, el proceso pasa de ser advertido como algo natural a un elemento al que debe prestarse atención y que debe ser considerado dentro de los derechos fundamentales de los seres humanos, reconocidos por la sociedad en su conjunto.
