The current economic crisis caused by biological factors has contributed to the rethinking of past proposals such as accessing an unconditioned income sufficient to allow citizens to meet material needs. Social rights, specifically those focused on access to income, could be considered as committed in plans and programs, but focused on certain population sectors, according to their age, unemployment or contingencies of work or health conditions, established in the different regimes of social security systems, present a limitation, due to their insufficiency in the items for their financing or access,  is subject to compliance with requirements, despite the obligation of the State, even despite its recognition as a human right or as a fundamental right. Given these legal circumstances and the existence of limited plans or programs, it is necessary to ask the following question: What are the foundations and feasibility implications of the adoption of a Universal Basic Income as an emerging human right and its future character? In resolving this question, it is based on the historical review to understand aspects that can be incidents in the legal and economic, due to the relevance as social rights, particularly those of fundamental rank, constitute the starting point that allows progress towards overcoming inequality, projecting its material, real and effective development, with the implementation of mechanisms such as Basic Income as constituting a means of broad coverage of access to income.  unconditionally.

In resolving this question, it is based on the historical review to understand aspects that can be incidents in the legal and economic, due to the relevance as social rights, particularly those of fundamental rank, constitute the starting point that allows progress towards overcoming inequality, projecting its material, real and effective development, with the implementation of mechanisms such as Basic Income as constituting a means of broad coverage of access to income.  unconditionally.   El enfoque cualitativo del presente texto tiene como fin brindar desde el análisis teórico, una propuesta de viabilidad en la adopción de una renta básica universal, como consecuencia de la actual crisis económica provocada por factores biológicos que ha contribuido al replanteamiento de propuestas pasadas, como acceder a un ingreso incondicionado suficiente que permita a los ciudadanos la satisfacción de necesidades materiales. Los derechos sociales, en específico los enfocados en el acceso a ingresos, podrían contemplarse como cometidos en planes y programas, pero focalizados a ciertos sectores poblacionales. Esto, según edad, por desempleo o por contingencias del quehacer laboral o por condiciones de salud, establecidos en los diferentes regímenes de los sistemas de seguridad social. Pero presentan una limitación, por su insuficiencia en los rubros para su financiamiento o que su acceso esté supeditado al cumplimiento de requisitos. Ante tales circunstancias jurídicas y la existencia de planes o programas limitados se hace necesario formular el siguiente interrogante ¿Cuáles son los fundamentos y las implicaciones de viabilidad de la adopción de una Renta Básica Universal como derecho humano emergente y su carácter futuro? Para resolver el cuestionamiento se parte de la revisión histórica y el análisis teórico para entender los aspectos que inciden en lo jurídico y en lo económico, por la relevancia como derechos sociales, particularmente los de rango fundamental.
