Summary: In its recent history, Colombia has lived through an internal armed conflict for just over half a century, which has generated a large number of direct and indirect victims, especially from the most vulnerable population in terms of poverty, inequality, ethnic, cultural, and sexual discrimination. etc., and the State, being aware of its historical responsibility, issues Law 1448 of 2011 to seek attention in different aspects of the victims of this conflict, whose main actors are state agents, guerrillas and paramilitary groups. Under this problematic context, the purpose of this research is to determine the degree and conditions of satisfaction of the rights of the victims of the armed conflict based on the public policies implemented within the framework of the post-agreement in the Departments of Atlántico and Bolívar. For such purposes, a methodology with a mixed approach, historical hermeneutic paradigm, inductive method and descriptive cut has been established. Among the partial findings, some structuring elements of the rights to truth, justice, reparation and guarantee of non-repetition and the development of certain policies for their satisfaction will be considered.
