Summary: This paper begins with the exhibition of the historical evolution of the paradigm of Public Administration, and seeks to demonstrate how new theories, and historical, legal, and political facts, have altered the design of public policies from a top-down to a bottom-up model, leaving aside the traditional Weberian model of administrative organization. Therefore, and within the framework of the model of Public Administration proposed by the Open Government, the design of public policies is based on different disciplines with the intention of meeting the proposed objectives of transparency, participation, and collaboration. Design thinking and policymaking methodologies are presented as a possibility for continuous improvement of the interaction between the Administration and those administered when it comes to jointly identify problems that could be solved collaboratively to expand the understanding of policy problems
