Summary: The most recent intent to amend the current Decree no. 4807, of May 16, 1959, on the control of house rentals and evictions, has revealed the necessity to create a unique property leasing regulation, as well as has showed the importance of a balanced housing park. Thus, in this work we highlight some points that we consider extremely important, that were not, however, covered by the “Project of the General Act on Rents of Immovable Property and Evictions” that has been deposed in the National Congress since 2018. In addition, taking into consideration the legislator’s intention to resolve this issue, we invite to explore new alternatives that could provide an optimal development of the property leasing market, and especially of the housing market. Particularly, we highlight the need of progressive and integrated housing policy that promote a balanced housing market and consider rental housing as an efficient housing option. Thus, we suggest some possible measures of formalization and innovation on the rental market with an objective to contribute to the reduction of the high housing deficit that affects the Dominican Republic.
