Summary: This essay analyses the notion of quality democracy in conjunction with the demands of good government in the context of the COVID-19 pandemic. Indeed, from a multilevel constitutionalism perspective, various profiles of good government (good governance and good governability as well) in the technological age are scrutinised. The conclusions are critical in terms of the inflation of new notions and legislation (especially in the Spanish autonomous communities) related to transparency, good government and citizen participation, as it becomes clear that new terminological and regulatory developments should not be merely cosmetic, but rather authentic indicators of a quality democracy.
