Summary: Our study focuses on the analysis of labour intermediation in Spain comparing the beginning of the financial crisis in 2008 and the crisis derived from the pandemic. The objective is to evaluate the performance of the public employment services (PES) in relation to temporary work agencies (TWAs) as intermediaries in the labour market, pointing out the differences by gender, age and educational level, both at the beginning of the 2008 crisis and in the 2020 crisis and the subsequent recovery in 2021. The most obvious conclusion to be derived from the analysis of the results at the national level in the two periods analysed is the low incidence of the PES as an intermediary in the labour market and its distance from the results registered by TWAs. However, the effect on labour intermediation is not identical in both crises. The relevance of the issue is reflected in the draft of the Employment Law of June 2022, which contemplates the transformation of the State Public Employment Service into the Spanish Employment Agency, with a greater margin of collaboration with private agencies to search for offers of work. In this sense, it is intended to establish a large information portal in which all job vacancies are centralized and thus allow all available jobs to be known.
