Summary: The main objective of this study is to evaluate the relative efficiency in the adoption and use of ICT in 28 OECD countries, during 2015 and for the preparation of this study opted for the application of the DEA methodology. There is evidence that the efficient adoption of ICT is highly determined by the quality of the infrastructure and by the level of R&D spending. The analysis of the results showed that the countries that are efficient present the following characteristics: 1) highly qualified population; 2) quality ICT infrastructure; 3) the prices of the goods and services are quite affordable; 4) better regulatory institutions; and 5) they are innovative in the creation of new ICT products and services. Overall, these results indicate a series of measures that inefficient countries could implement to overcome obstacles in the adoption of ICT
