The digital transformation of public administrations requires solid conceptual and regulatory foundations. In this article we are going to delve deeper into these issues and into the main elements that should be considered as structural in the e-Administration model. With this objective in mind, special attention will be paid to structural principles such as interoperability and security, the rights, and also to the instruments necessary to configure the digital Administration: webs, registers, electronic document management, electronic notification and electronic signature. Finally, the paper analyses a proposal will be made for an appropriate legal regulation model and the basic methodological aspects. |
