Summary: This article reports a study that seeks to understand how the implementation of citizen participation processes in public policies, mainly those oriented to the achievement of development, can contribute to the innovation of current participatory management. The study in question is part of a research line based on the approaches of public policy analysis, citizen participation, and territorial development that has been developed at the Center for Institutional Innovation Studies of the National University of Cuyo, Argentina (CEII - UNCuyo /CONICET). This article encompasses a critical reflection on citizen involvement and institutional innovations in pursuit of a territorial development with social inclusion, socio-environmental equity, and recognition of diversity. This purpose derives from the results obtained in previous research, an exhaustive bibliographic survey, the study of comparative cases in the region, and a constant exchange with colleagues and research teams from other universities in the American continent.
