Sumario: The reform of labor contracting, and specifically because of what concerns us in article 15.5 ET, has been driven by the “demands” of the European Union. Initially, through Council Directive 1999/70/EC of 28 June on the framework agreement on fixed-term work for ETUC, UNICE and CEEP; which already showed “the will to establish a framework to prevent abuses in the use of successive fixed-term employment contracts”; and subsequently (almost 23 years have passed since the approval of the Directive) and since that date, due to requests from the European Union to reduce the high levels of temporary hiring and abuses in its use in our country. Finally, the COVID framework and the need to obtain European Funds for Spain have accelerated the reform process.
