The principle of efficiency in managing public
resources is enshrined in the Spanish legislation
at the highest level and, in addition to that the
effectiveness, is also enshrined in numerous
regulations such as the Organic Law on Budgetary
Stability and Financial Sustainability, the General
Budgetary Law or the tax laws of the Autonomous
Regions. However, so far it has been left in a
theoretical approach focusing on accounting
control, legality, and procedures. With this type
of analysis, that are key to ensuring quality and
regulatory safety, it is crucial that we move towards
real evaluations of the efficiency and effectiveness
of public policies, which require the previous ones as
a necessary but not sufficient condition.
Efficiency and effectiveness must be built as a task
that should be addressed from scratch for any policy
and throughout its journey. We are at a key moment
to engage with these assessments. Following the
Eurogroup Declaration in 2016, the interest at
national level has increased, both in the Central
Administration and Territorial Administrations.
In addition, the reception of European funds due to
the COVID-19 crisis will mark an unprecedented
milestone that will require a collective effort to use
resources efficiently and effectively.
Therefore, we are at a crucial moment where
a true evaluation culture could be engaged
by administrations, managers and evaluators
working together. |
