Special attention is paid to the provincial institution in Aragon, and the advisability of its coexistence with the Counties is analysed. The objective pursued is not limited to establishing the most suitable framework in the abstract, but rather an attempt is made to articulate a less ambitious but more feasible alternative which will make it possible to mitigate in the near future some of the problems arising from the inefficiency of our Local Administration; problems which particularly clearly affect social and territorial cohesion in relation to many rural areas in Spain, where small municipalities predominate. The proposal that we are trying to articulate aims to contribute to revitalising the role of local governments.En este trabajo se pretende indagar sobre la posición jurídico institucional de las Diputaciones Provinciales, con el objetivo de reflexionar sobre si resulta justificada su subsistencia en el Estado Autonómico y, en su caso, en qué términos. Se presta especial atención a la institución provincial en Aragón, por lo que se analiza la conveniencia de su coexistencia con las Comarcas. El objetivo perseguido no se agota en establecer el marco que se considera más idóneo en abstracto, sino que se intenta articular alguna alternativa no tan ambiciosa, pero más factible, que permita atenuar en un futuro próximo algunos de los problemas derivados de la ineficacia de nuestra Administración Local; problemas que afectan de un modo especialmente patente a la cohesión social y territorial en relación con muchas zonas rurales españolas, en las que predominan los pequeños Municipios.
