It focused on the feasibility of agreement in the multilateral context, in order to provide more advantages for the emerging countries. The deductive method was used, based mainly on the results of the bibliographical research.O presente artigo visa a refletir sobre os formatos regulatórios do comércio internacional de energia elétrica, tendo em vista a essencialidade desse mercado no cenário globalizado. Para tal, analisou-se a relevância da governança em nível supranacional, a sua fragmentação e as propostas de regulação no âmbito da Organização Mundial do Comércio. Focou-se na viabilidade de acordo no contexto multilateral, no sentido de se proporcionar mais vantagens para os países emergentes.
