Laburpena: The widespread violence throughout the country, undoubtedly generated the partial and even total disintegration of many family nucleus, where traditionally the father occupied the head of household and because of that, concurred before the authorities to carry out the report of the victimizing facts in the Single Registry of Displaced Population-RUPD today Unique Registry of Victims- RUV. This dynamic, provoked that the assistance provided by the State, is channeled through the pater families and that in many cases, the other members of the family nucleus would see their access to them limited; above all, when a new independent family nucleus is constituted from the one that had been recorded at the time. However, since the declaration of the state of unconstitutional issues by the Constitutional Court in judgment T-025 (2004), the door was opened for new homes for displaced persons with children, having an independent registry and receiving humanitarian aid autonomously However, this possibility has been limited due to restrictive interpretations from the institutional framework, which can lead to a frontal clash between institutional management and the effective application of the guiding principles of forced displacement despite the fact that international and national regulations establish that family reunification as an inherent right of those who suffer the consequences of armed conflict.
