On the other hand, we find another set of legal and institutional provisions at the beginning of the 21st century: the laws and institutions on government transparency. Due to this, the question that arises is what has been the process of transparency in Mexico from the constitutional framework during the 20th and 21st centuries? The objective of this article is to present the progress that has taken place in terms of government transparency to move from a simulation present in government reports to an effective opening of information materialized in laws and institutions that have made progress in specific dimensions of accountability in Mexico, this from a regulatory point of view.Por más de 100 años, en México han estado presentes dos prácticas normativas que han regido la transparencia gubernamental, ambas obedeciendo a las lógicas sociopolíticas y diseños legales del momento. Por un lado, tenemos una práctica que data del siglo XIX y que fue formalizada en el siglo XX con la constitución de 1917: el informe de gobierno. Por otro lado, nos encontramos con otro conjunto de disposiciones legales e institucionales a inicios del siglo XXI: las leyes e instituciones en materia de transparencia gubernamental. Debido a ello, la interrogante que se plantea es ¿cuál ha sido el proceso en materia de transparencia en México desde el marco constitucional durante el siglo XX y XXI?
