Summary: The implementation of an oral hearing system in civil matters goes beyond the necessary legislative reforms. These reforms are a step – neither the first nor the last - towards an oral hearing system. They are merely a link in the chain that connects the idea of an oral hearing system with its reality. In parallel with these reforms, there is a need to refurbish an entire set of aspects - i.e. diagnosis, human talent, physical and technological infrastructure, etc. - which must be articulated in order for the results of the implementation process to be efficient and effective. In spite of that, the major innovation that should take place both before and after the process is a cultural change which entails decreasing written discourse in order to engage more intensively in verbal discourse. Determining and analyzing limitations, obstacles, and tensions in the harmonization of an oral hearing system for civil matters in Santiago de Cali in 2010. The object of this study is addressed using a methodology which describes the facts around the viability of implementing legal actions in civil matters, in which the oral component is used more intensively, based on a review of information gathered from various documentary or bibliographic sources.
