The work sets out this case law and the challenges and difficulties posed as a result. Los litigios entre Administraciones públicas disponen de una regulación dispersa y confusa. Sus problemas comienzan con la regulación del requerimiento previo que hace el art. 44 de la Ley de lo Contencioso, cuyas dificultades de interpretación se han visto intensificadas por una doctrina jurisprudencial discutible e innecesaria, que causa serias incertidumbres a los servicios jurídicos de las Administraciones.
