In addition, it is studied how the guarantor role that Parliament must adopt is produced, from a Comparative Law perspective, within the proposals made by other legal systems. To carry out this study, a review of the jurisprudence of the Constitutional Court has been carried out, with special attention to conflicts with control instruments. Received: 12.01.2021Accepted: 18.06.2021El control parlamentario es núcleo esencial del Estado constitucional, dentro de un sistema de vigilancia, evaluación y fiscalización de la acción del Gobierno. Esta investigación denuncia las contradicciones de los sistemas de control en una nueva interpretación de los «acta interna corporis», exponiendo las diferencias axiológicas de los derechos de los parlamentarios. Además, se estudia cómo se produce ese papel garante que el Parlamento debe adoptar, desde una perspectiva de Derecho Comparado dentro de las propuestas que formulan otros ordenamientos jurídicos. Para este estudio se ha realizado una revisión de la jurisprudencia del Tribunal Constitucional, con especial atención a los conflictos con los instrumentos de control.
