The decentralization of public administration, by making changes in the allocation of responsibilities and resources among the different areas and agencies of government, is closely linked to the process of political democratization. When governments are freely elected by the population, one would expect that the lower the level of government, the closer the relationship between the people in power and their electorate will be. The potential benefits of decentralization include good governance, improvements in the provision of services and the promotion of political democratization.
In the last decades the concept of strategic planning was introduced to define guidelines and goals, in order to achieve territorial development. Local development is achieved through responsible productive development and the strengthening of society. To these elements, we must add the environmental aspects to achieve sustainable development.
Latin America should consider how to resume growth, taking advantage of the advances that have taken place in macroeconomic management, especially with regard to controlling inflation. However, these advances have not been enough to boost development, especially at the local level; so it is necessary to find a new approach, which allows such growth. |
