Colombia is a country with high rates of inequality
that for more than 50 years had an armed conflict that
has had an impact on the generation of all kinds of
gaps. With a rural population equivalent to 32% and
before the signing of a Peace Agreement between the
Government and the FARC, which includes a point
corresponding to political participation, this work
analyzes strategic documents and interviews carried
out in 6 municipalities of the departments of Caldas,
Chocó and Sucre, with the intention of knowing the
state of citizen participation of young people in these
territories, exploring existing platforms, mechanisms,
and initiatives. Among the main results is the
identification of spaces and institutions that promote
citizen participation, however, their operation
in a generalized way is deficient, from there it is
observed that it is necessary to develop strategies
that link Educational Institutions and that articulate
the Information and Communication Technologies
to the processes of social participation, seeking to
have a positive impact on youth empowerment, also,
to examine how from the Informational and Digital
Media Literacy methodology it is possible to contribute
to the formation of a better-trained and informed
population , being a means for the reconstruction
of the social fabric and the strengthening of citizen
participation in the post-conflict.

Con una población rural equivalente al 32 % y ante la firma de un Acuerdo de Paz entre el Gobierno y las FARC, en el que se contempla un punto correspondiente a la participación política, este trabajo analiza documentos estratégicos y entrevistas realizadas en 6 municipios de los departamentos de Caldas, Chocó y Sucre, con la intención de conocer el estado de la participación ciudadana de los jóvenes en estos territorios, explorando plataformas, mecanismos, e iniciativas existentes.
