During the development of the Pandemic, the political centralism of public institutions in Chile was reflected. As the central government usually acts in emergencies, it had no regional opposition in decisions, except for that exercised at the local level by mayors, who permanently demanded specific measures that were forcing the government to deepen, or change the strategy adopted in the face of the crisis sanitary. Other cases few were carried out by designated regional authorities, who publicly questioned the centralist actions of the Ministry of Health. The pandemic put not only centralism and intergovernmental relations to the test, but also was a good test to imagine what could happen in this matter from next year, since for the first time in our history there will be elected regional authorities. The article describes and analyzes the performance of subnational public institutions in the face of the emergency, paying attention to intergovernmental coordination and the roles played by each level of government. Based on this analysis, future scenarios and proposals are proposed, especially around the emergency and catastrophe function that the country will face from the year 2021, where two regional authorities will coexist at the regional level, one appointed and the other elected

Como habitualmente actúa el gobierno central en las emergencias, no tuvo contrapeso regional en las decisiones, salvo el ejercido en el nivel local por alcaldes, quienes de-mandaron permanentemente medidas específicas que fueron forzando al gobierno a profundizar o cambiar la estrategia adoptada frente a la crisis sanitaria. Otros hechos aislados, fueron protagonizados por autoridades regionales designadas, quienes cuestionaron públicamente el actuar centralista del ministerio de Salud. La pandemia puso a prueba no tan sólo al centralismo y a las relaciones intergubernamentales, sino que significó un buen ensayo para imaginar lo que podría suceder en Regiones en esta materia a partir del próximo año, ya que por primera vez en nuestra historia se contará con autoridades regionales electas. El artículo describe y analiza la actuación de las instituciones públicas subnacionales ante la emergencia, poniendo atención en la coordinación intergubernamental y en los roles que cumplió cada nivel de gobierno.
