Summary: The European Union has promoted the European Legislation Identifier (ELI) initiative. This initiative develops the ELI technical specification, which defines a flexible framework, so that each country can adapt it to its peculiarities, in order to improve legal information and treat legislation as Linked Open Data. Its implementation is based on the Semantic Web concept, and seeks to facilitate access, interoperability and reuse of information from European, national and regional legal publication systems. In this work, based on the ELI specification, a Theoretical Framework has been developed that describes the application of Linked Open Data from a model of technological and service evolution for the publication of legislation. Based on this Theoretical Framework, the current state of implementation of ELI in Spain has been analysed
