A theoretical framework that gradually moved to the European Union treaties. However, the reconsideration of the monetary framework that was opened after the “Nixon shock” has opened the possibility of a different relationship between both parameters, as defined by the “guaranteed work” theorists, making full employment as an inflationary control tool, which is especially of interest to the eurozone, for the structural deficits that it carries.A batalha pelo desenvolvimento efetivo do direito ao trabalho representa a necessidade de realização de políticas econômicas para alcançar o pleno emprego. Após as exitosas experiências dos new dealers e do keynesianismo, a Curva de Philips erigiu a necessidade de manter uma taxa de desemprego natural que garantisse o controle da inflação. É uma questão que paulatinamente passou a ser prevista nos tratados da União Europeia.
