Los servicios sociales para la infancia y la familia: aproximación y propuestas desde el Trabajo Social y la intervención familiar

In this paper dealt the social protection system with minors, and its relationship with children without parental care, regarding issues relating with the Social Work role, and the most appropriated methodology. Firstly, we approach the theory of needs in their connection with the childhood stage. Specifically, we study the issues relating with the protection and unprotection in childhood. Secondly, there are three blocks about the objectives and hypotheses in relation with the following topics: methodology of intervention employed, the organization of social services in primary attention in the Spanish region and the coverage in a period of socioeconomical crisis. Thirdly, the methodological section has been differentiated in three parts: critical review of the data sources; exploratory interviews addressed to experts and documental analyses and comparing the offer of social services to childhood and family. Finally, the dissertation's conclusion sums up three results: 1) the relevance in professional support with families; 2) the divergences among Spanish regions in the management of family programs and unprotection minors; 3) the increase of necessities and the limits in the coverage in the period 2008 to 2014. Furthermore, others interesting issues have been referred to the limits of the research and the proposals in social interventions with families from social services in primary and basic attention to childhood and family.

En primer lugar, se aborda el enfoque de necesidades y su relación con la etapa de la infancia. En particular se estudian en aquellos aspectos relativos a la protección y la desprotección en la infancia. En segundo lugar, se establecen tres bloques de objetivos e hipótesis relativas a la metodología de intervención social empleada, la diferente organización en su atención en un estado autonómico y aquellos aspectos relativos a la cobertura en un período de crisis socioeconómica. En tercer lugar, el apartado metodológico se componente de tres partes: revisión crítica de las fuentes de información, entrevistas exploratorias dirigidas a expertos y análisis documental comparando la cartera de servicios en la atención a la infancia. Finalmente, las conclusiones de este trabajo inciden en tres aspectos: 1) la relevancia del acompañamiento social con familias; 2) las divergencias autonómicas en la gestión problemáticas de intervención familiar y menores en situación desamparo, y 3) el crecimiento de las necesidades y límites en la cobertura autonómica en el período 2008-2014.
