Latin America is considered one of the most violent and insecure regions on the planet, and this is due to a lack of access to basic services and extreme poverty, especially in countries such as: Brazil, Colombia, Mexico and Venezuela; This is due to the deficiency of the penal system, which limits the possibilities of development in those countries. Given this, the States in the region have resorted to new approaches to security based on people, the effectiveness of police processes in matters of citizen security. Hence, the responsible State and citizen participation in citizen security are describes, from the perspectives of Muggah (2017, 2018), Mockus (2005) and the Inter-American Development Bank (2012), among others. For this, we was used from the documentary and bibliographic review on the elements of governance, state challenges, as well as the social and political actors involved. It is concluded that Latin America requires the joint intervention of the responsible state and citizen participation for the execution of citizen security programs to socially and institutionally empower themselves to prevent and control crime from the local level and in the region.

Perante esse facto, os Estados da região recorreram a novas abordagens de segurança baseadas nas pessoas, na eficácia dos processos policiais em questões de segurança cidadã. Assim, se descreve a participação responsável do Estado e do cidadão na segurança do cidadão, nas perspectivas de Muggah (2017, 2018), Mockus (2005) e Banco Interamericano de Desenvolvimento (2012), entre outros. Para isso, foi utilizada a revisão documental e bibliográfica sobre os elementos de governança, os desafios do estado e os actores sociais e políticos envolvidos. Conclui-se que a América Latina exige a intervenção conjunta do Estado responsável e da participação cidadã para a execução de programas de segurança cidadã, a fim de capacitar-se social e institucionalmente para prevenir e controlar o crime no nível local e na região.América Latina es considera como una de regiones más violentas e inseguras en el planeta, y ello obedece a falta de acceso a servicios básicos y pobreza extrema sobre todo en países, como: Brasil, Colombia, México y Venezuela; esto se debe a la deficiencia del sistema penal, lo cual coarta las posibilidades de desarrollo en esos países. Ante esto, los Estados en la región han recurrido a nuevos enfoques de seguridad basados en las personas, eficacia de procesos policiales en materia de seguridad ciudadana. De allí que se describe al Estado responsable y la participación ciudadana en la seguridad ciudadana, desde las perspectivas de Muggah (2017, 2018), Mockus (2005) y el Banco Interamericano de Desarrollo (2012), entre otros. Para ello se acudió a la revisión bibliográfica y documental sobre los elementos de la gobernanza, retos estatales, así como los actores sociales y políticos intervinientes.
