Summary: Abstract: In light of the prevailing scenario relating to public finances in Mexico, it is an imperative to establish the true scope of the reforms enacted by both Federal and State Congress to the frameworks currently in force for the regulation of the public debt. The foregoing aims to analyse the effectiveness of the existing control mechanisms and tools and to explain the relationship between the public debt and illicit activities (corruption and money laundering) conducted by public officials. The present research uses the comparative method, given that it enables the implementation of a logical technique for qualitative analysis by reducing the number of cases studied. The principles are based on the clear identification of the actions that obstruct the adequate application of the legal framework as well as the instruments it envisages for the complete control of the debt and the suppression of corrupt acts by the authorities.
