In view of the imminent start of the next European programming period 2021-2027, the Galicia-North Portugal Euroregion is facing a new scenario that will require the implementation of alternatives that complement and update the Cross-border Smart Specialization Strategy designed for the period 2014-2020. This paper attempts to identify, from a systemic conception of innovation, the main goals and the economic threats that the planning of this Strategy will have to face in the future. To this end, the different changes that the European framework will undergo over the next seven years are analyzed, but also the main problems that have arisen throughout 2020 and that will affect structural aspects of the economy are studied, focusing on two of them: the COVID-19 pandemic and the Brexit. We also analyze institutional and organizational aspects that affect the policy design, its application and management and its possible impact on the productive system. The conclusions obtained will allow to formulate recommendations for the redesign and implementation of the Euroregional Cross-border Smart Specialisation Strategy for the 2021-2027 programming period. |
