From an administrative point of view, transparency laws stipulate new infractions and sanctions. Also, we have to take in account the provisions of ethical codes and codes of conduct. In terms of criminal law, there is a substantive and procedural intervention of the jurisdiction in matters that are a priori administrative law. The criminal judge applies autonomous concepts and examines, with no burdens, the responsibility of public officials in the exercise of their technical tasks.El ordenamiento jurídico ha ampliado notablemente la responsabilidad de los empleados públicos que ejercen funciones técnicas y asesoran a la Administración. En vía administrativa, por la tipificación de infracciones y sanciones nuevas derivadas de las leyes de transparencia. También, por la incorporación de códigos éticos, códigos de conducta. En el ámbito penal, por la intervención sustantiva y procesal de la jurisdicción en cuestiones que, a priori, son derecho administrativo.
