Summary: This article offers a study of the norms of the Constitution of the Russian Federation and the federal legislation of Russia on the local self-government. The article focuses on the legal nature of the norms of the Constitution of Russia, the main decisions of the Constitutional Court of the Russian Federation on this issue, and the works of leading Russian scientists. The tendency of the development of Russian legislation on the local self-government in recent years is determined; including the constitutional reform in Russia of 2020 regarding the local self-government is analyzed. In the conclusion it states that a detailed constitutional regulation does not guarantee the rapid and effective development of the principle of decentralization of power at the local level. The ordinary legislation, judicial practice of the Constitutional Court and the political situation are very important in this process.
