To do so, the paper initially analyzes the content and function of Lindb; the legislative political option of inserting guidelines on the creation and application of public law norms; the scenario that guided the changes; and the articles inserted in Lindb and its effects on improving the quality of public control, especially regarding rationality and predictability.Este artigo trata das alterações da Lei de Introdução às Normas do Direito Brasileiro (Lindb), decorrentes da lei nº 13.655/2018. Para tanto, o trabalho analisa inicialmente o conteúdo e a função da Lindb; a opção político-legislativa de inserir diretrizes sobre a criação e a aplicação das normas de direito público; o cenário que norteou as alterações; os artigos inseridos na Lindb e seus efeitos na melhoria da qualidade do controle público, especialmente quanto à racionalidade e previsibilidade.
