Cara a unha reforma federal da Constitución

In this article the author reflects about the most suitable territorial model for Spain and it is proposed to adopt a federal system as a deepening in the experiences of the autonomous State. Starting from the rich Spanish diversity, and under the premises of federalism as a reinforcement of democratic pluralism, the evolution of the autonomic process initiated under the normative framework of Title VIII is observed. Witnessed the need for its updating and addressing the serious territorial problems facing Spain, the author concludes with the need for an egalitarian federalism through a constitutional reform that leaves evidence of the evolution of the autonomous state and brings the plural character that has always been latent since the medieval conformation of Spain.

Partindo da rica diversidade española, e baixo as premisas do federalismo como reforzamento do pluralismo democrático, obsérvase a evolución do proceso autonómico iniciado ao abeiro do marco normativo do título VIII. Testemuñada a necesidade da súa actualización e atendendo aos graves problemas territoriais aos cales España se enfronta, o autor conclúe coa necesidade dun federalismo igualitario que impregne o texto constitucional mediante unha reforma que deixe constancia da evolución do Estado autonómico e pacifique o carácter plural que sempre estivo latente desde a conformación medieval de España.En este artículo se realiza una reflexión en torno al modelo territorial más idóneo para España y se propone adoptar un sistema federal como profundización en las experiencias del Estado autonómico. Partiendo de la rica diversidad española, y bajo las premisas del federalismo como reforzamiento del pluralismo democrático, se observa la evolución del proceso autonómico iniciado al amparo del marco normativo del título VIII.
